The Ministry of Public Works and Public Housing (PUPR) continues to commit to realizing reliable infrastructure development in Indonesia and West Papua. It aims to reduce poverty, reduce the cost index, and ensure an equitable distribution of infrastructure development throughout Indonesia.

The Ministry of PUPR is Taking Breakthrough Steps for Infrastructure Development

These steps are more integrated, precise, focused, and synergized with ministries/agencies and West Papua local governments. 

PUPR Minister Basuki Hadimuljono stated that “This action is per the mandate of Presidential Instruction No. 9 of 2020 and the direction of President Joko Widodo.”

In government budgeting, FY 2021, the budget allocation for PUPR infrastructure development West Papua is Rp. 6.19 trillion:

Based on current data, the physical progress of infrastructure development in West Papua FY 2021 is 37.95%, and the financial is 41.06%.

Allocation for the Infrastructure Development

Meanwhile, in Indonesia and West Papua Province, Rp 3.75 trillion was allocated and used for Rp’s natural resources sector. 543.27 billion, 2.66 trillion for roads and bridges, 312.23 billion for settlements, and 228.83 billion for housing.Based on current data, the physical progress of infrastructure development for the 2021 FY is 44.09%, and the financial is 42.9%.

Minister Basuki said that one of the ways to improve the welfare of the Papuan people was by opening up isolated areas. They also try to increase access and connectivity via land and multimodal. This plan includes the construction of the Trans Papua Road, with a total length of 3462 km.

Of the total length, the road that has been through is 3.446 km, with details:

In 2021, the handling of the Trans Papua Road in Papua, which is 139 km long, and West Papua were 120 km. All other projects, including new construction, road opening and structural/pavement improvement.

In addition, the PUPR Ministry is also completing the construction of a border road in Papua with a total length of 1,098 km. 931 km of the total length of the road is penetrated with 756 km of asphalt conditions.

Realizing 34 KM Long Boarder Road

In 2021, the Indonesia and West Papua government worked on a 34 km long border road. The road includes new construction, road opening, and structural and pavement improvement. In the border areas, the PUPR Ministry is building the Yetetkun Cross-Border Post (PLBN) with a progress of 8%. Completion is targeted for April 2022 and for the Sota PLBN in 2020, including market facilities.

Furthermore, to support human resource capacity development, the Ministry of PUPR has built 179 schools and has handled religions, 1 state university, and 8 sports facilities in Papua. In addition, the PUPR Ministry also conducts construction services HR training involving Papuan and West Papuan native partners.

To increase local economic growth in Indonesia and West Papua, the Ministry of PUPR has completed the rehabilitation and reconstruction of the Wouma Market in Wamena in 2020. Their budget for this is Rp2.1 billion. Rp138.6 billion was spent on the rehabilitation/reconstruction of 403 shophouses in Wamena after the social conflict. Moreover, the Ministry of PUPR is conducting an auction to construct the Thumburuni Market in Fakfak, West Papua. It is along with a plan to start construction in early August 2021.

Conclusion

The government is also trying to increase the workspace for Papuan children and grandchildren who are superior, creative, and advanced. The Expert Staff of the Minister of PUPR for Technology, Innovation, and the Environment collaborated with the Spokesperson of the Ministry of PUPR Endra, S Atmawidjaja. They stated that the Directorate General of Human Settlements would carry out building development centres in Indonesia and West Papua.

For instance, at Creative Papua or Youth Creative Hub in Jayapura, Papua Province, the project progress is already in physical construction. The project planned for August 31, 2021. Endra added that President Jokowi is paying great attention on that project. it is because the Papua Youth Creative Hub can be realized immediately. It will hopefully results in the progress of Indonesia and West Papua.
