Papua Special Autonomy or Law No.21 / 2001 is a law that contains Government of the Papua Province the rights to rule and regulate the interests of the local people themselves based on the aspirations and basic rights of the Papuans. This Act was created as a form of Central Government appreciation towards Papuans aspirations.

This Act was created as a form of Central Government appreciation towards Papuans aspirations. This Act is only given for Papuans as a reward. In Papua Special Autonomy Papua got a special regulation like no others. For example, they have 80% reforestation funds, whereas the other regions got only 40%, the Provincial Government of Papua and West Papua receive 70% shares from the output of petroleum mining, while other regions only get 15.5%; Papua gets 80% shares from natural gas mining in the Province, while other regions only got 30.5%; and additional funding for infrastructure that is not budgeted for other regions.

West Papua Special Autonomy and Additional Infrastructure Fund, 2002-2014

The Special Autonomy acknowledged for the territory of West Papua made by the Government of Indonesia to accelerate the implementation of Special Autonomy in Papua Province. The Special Autonomy will aid to engineer justice, uphold the law and respect for human rights, accelerate economic development, welfare improvement and the progress of Papuan communities in order to equalize with progress from other provinces in Indonesia.

In addition to various privileges that Papua and West Papua Provincial Provinces receive from Special Autonomy, the allocation funds for Special Autonomy also increases annually. In fact, during the period of 2002-2014, the cumulative amount of Special Autonomy funds received by the Provincial Government reached Rp.45.3 trillions, which consisted of Rp 37.5 trillions of Papua Special Autonomy fund and Rp.7.8 trillions in the form of additional infrastructure funding in the context of Papua Special Autonomy.
