Education is an integral part of Biak. Especially since this regency is relatively in progress along with Manokwari. Therefore, to create a better future for the long term, the government is distributing BOS or education school funds for students, according to Biak Numfor Education Office: BOS school fund are directly transferred to the school’s account.
The regulation changes to make it more efficient and effective. Thus, the fund will directly go to the school and be distributed to the students.
New BOS Fund Regulation
To increase efficiency, effectiveness, and accountability in distributing BOS funds, the central government improved the mechanism for channeling BOS funds.
Also, there are many changes in the policy for these funds. This refers to Minister of Finance Regulation (PMK) Number 9/PMK.07/2020 concerning Amendments to Minister of Finance Regulation Number 48/PMK. 07/2020 Concerning Management of Special Non-Physical Allocation Funds.
“In 2020, BOS funds went directly from the State General Treasury account to the school cash account. Previously, BOS funds were from the RKUN to the new regional cash account to the school cash account,” explained Hari Hutomo, as Head of the Directorate General of Treasury for the West Papua Region.
The distribution of regular BOS funds changes and divide into 3 phases. The first phase has a 30 percent disbursement as early as January. At the same time, the 40 percent for the second phase will be in early April. The remaining 30 percent for phase three will be in September 2020.
With this mechanism, the distribution of BOS funds will be quicker for the school and the student. This will hopefully solve the problem of delayed BOS funds, especially in Biak Numfor. The previous mechanism delayed the funds, and schools had difficulty reimbursing the school needs, like books and operating costs.
To solve this problem, the fund transfer now has a simpler mechanism. The school account will directly receive the funds. Thus, there will be no hassle in distributing the school goods to students. As a result, students do not have to wait for the assistance to arrive longer than necessary.
BOS Funds Distribution
The Ministry of Finance has started distributing the first phase of regular BOS funds. The first phase of regular BOS funds for IDR 9.8 billion to IDR 136,579 schools in 34 provinces in Indonesia.
The head of the Education Office of Biak, Kamarudin, stated that the amount of funds any school receives does not depend on the number of students.
Moreover, with this regulation change, more schools can distribute books and school goods to the students without waiting for the district fund. Students will be able to access school easier.
This is essential since many Biak children struggle to get into school. Most of the children who live below mean do not go to school due to the cost. Also, some of them are homeless or without any parents. This is seriously concerning for the future.
With the help of the BOS fund, the government hopes there will be more children who can access education for free. In addition, the children who have good potential will not be in vain. With more and more children getting into school, there will also be a brighter future for Biak Numfor.
This is a good sign for Biak Numfor’s development. Despite many obstacles to developing the regency, the government is trying to improve Biak’s condition from all aspects. It includes education with the Biak Numfor Education Office: BOS School Fund directly transferred to the school’s account program.
