Pegunungan Bintang or the Bintang Mountains Regency is one of the regencies that exist in Mountains Papua Province. Has been officially established since 2002, and there are already three regents who once led this regency. They are Wellington Lod Wenda, Costan Oktemka, and Spei Yan Bidana.

Oktemka is the second regent of Bintang Mountains Regency. He held the position from 2016 to 2021. In total, he served as a regent for five years. He replaced Wellington Lod Wenda who served for two terms. Unfortunately, when he ran for re-election in 2021, Oktema lost to the current regent.

Costan Oktemka was born in Kabiding Village, Oksibil District, Bintang Mountains Regency on 29 March 1975. He is one of the most influential politicians in the Bintang Mountains Regency. Oktemka had served as regent in the regency of Bintang Mountains.

The deputy regent who accompanied him when he served his duty as a regent was Decky Deal. They rule under Lukas Enembe, the governor of Papua Province. At that time, the Bintang Mountains Regency was still in the Papua Province region. But, for now, it is included in the Papua Mountains Province.

Aside from that, Oktemka also served under President Susilo Bambang Yudhoyono and also President Joko Widodo. In total, he served as a regent for 5 years, from 17 February 2016 to 17 February 2021. 

In the following period, Oktemka then re-nominated himself as a candidate for regent. But he lost the election.

Before becoming regent, Oktemka had served as Deputy Leader of the DPRD Bintang Mountains in the period 2004-2009. He was only 29 years old at that time. It shows that he is really brilliant. Not only that, but he also served as a member of the Assembly of Papuan People from 2011 to 2016.

During his reign, Oktema brought many positive changes for the people of the Bintang Mountains. One of them is infrastructure development. Also, there is a quite successful transportation subsidy program from the central government.

After completing his duties as the highest leader in the Bintang Mountains Regency, Oktemka joined a party. PKN is an abbreviation of Partai Kebangkian Nusantara. It is one of the newest political parties that was just born on 28 October 2021. He joined as a regional leader of the party.

Even though it is new, Oktemka stated that PKN is ready to take part in the simultaneous elections in 2014. This is in accordance with the decree of the Ministry of Law and Human Rights of the Republic of Indonesia. This happens after registration and verification on 7 January 2022. 

Oktema also invites the Papuan people to join PKN. This is because PKN has fulfilled all the requirements to take part in the election. So, for everyone who wants to serve the community, Oktema suggested that they could become a member of PKN. Moreover, for those of you who have the potential.

PKN Papua also has its own target during the 2014 election. They believe that they will have their own faction in the legislature. This is because there are many great people who are members of PKN Papua. So, they have confidence ahead of the next election.

As the regional leader of PKN Papua, Costan Oktemka is ready to lead PKN in the upcoming 2014 elections. The second and former regent of the Pegunungan Bintang ready to return to serve the people.
