National Counter Terrorism Agency (BNPT): Papuan Law Enforcers Should Apply A Humanist Approach

Terror Violence in Papua done by violent groups has been troubling because they don’t only attack law enforcers such as TNI – Polri but also civilians. However, the Head of the National Counter Terrorism Agency (BNPT), Boy Rafli Amar, confirms that the law enforcers should find the best solutions on this matter. 

He said they should not only consider taking those lawbreakers to justice but also prevent such terror using a humanist approach. Rafli Amar also stated that in bringing justice to the lawbreakers, they do not necessarily do it with mere weapons or repression but also with soft approaches. 

Therefore, there would be a change in the way of thinking, law enforcement, and in anticipating it. Thus, they can settle the problem in a balanced manner. He later said that in accordance with UU Anti Terorisme Nomor 5 Tahun 2008, the anticipation will include national readiness, contra-radicalization, and deradicalization.

BNPT Indonesia should carefully carry out its programs so they can guarantee stability and safety in Papua. This is crucial due to the ongoing development in the region, as the state has committed to making Papua a priority. 

Without stability and safety, there will be many hindrances in performing the desired equitable development.

The current main problem that causes chaos and violence is the violence from the armed criminal groups named KKB Papua. These groups used to call themselves the Free Papua Movement (Organisasi Papua Merdeka/OPM) and wanted their own independence.

Boy Rafli said that in their effort to anticipate such violence, they must apply a soft approach done hand-in-hand with the government, local community, businessmen, academics, and the media. Thus, they will not only be able to capture the lawbreakers but also deradicalize them, too.

Therefore, BNPt established several organizations in order to help achieve national readiness and contra radicalization. Here are those three organizations:

  • Terrorism Prevention Coordination Forum (FKPT)
  • Duta Damai
  • Wadah Akur Rukun Usaha Nurani Gelorakan NKRI
  • Warung NKRI

This Warung NKRI is a means to open national dialogues so the Papuan can recall the noble values of Indonesia’s state foundations, Pancasila and the UUD 1945. In fact, BNPT has already established the 45th Warung NKRI in Lumbung Kopi Papua, the Hele’yo Sentani, so many more Papuan can benefit from it.

Boy hopes that implementing coordination with Papuan law enforcement would be effective to increase the relationship between them from both central and local ones. 

Thus, such an effective relationship is advantageous because it can help strengthen the criminal justice system. This way, they can find the best solution to problems in conflict-prone areas.

The Indonesian President, Jokowi, emphasized that TNI Polri in Papua should actively oversee the Papuan development to ensure its welfare. 

The National Police Chief General, Listyo Sigit Prabowo, said that they have to integrate all the programs, both from central and the local ones, in order to achieve Papuan welfare and safety.

The TNI Commander, Admiral Yudo Margono, stated that TNI will continue to collaborate with Polri in order to achieve the above goal by executing law enforcement operations. 

He later said that the number of TNI troops in Papua is currently sufficient for executing the law enforcement operation. Margono encourages the implementation of the Community Security Operation (Operasi Pengamanan Masyarakat/PAM) on both land and sea borders in Papua. 

TNI will back up Polri on every TNI Polri Operation in Papua on law enforcement in order to create a safe and stable region. Thus, the development within the region will succeed so they can improve its welfare.

Conclusion

Papua is a vast easternmost part of Indonesia that is rich in culture and natural resources. However, there is constant violence due to the KKB terrors that disturb society’s safety.

However, the head of the National Counter Terrorism Agency said that instead of dealing with the terrorists with mere weapons, they also should do it with a humane approach. Thus, not only the Papua region will be safe, but also the development will flourish for their improved welfare.
