These few years, President Joko Widodo has pushed and encouraged Papua and West Papua to show improvement in many sectors, especially infrastructure and economics. To make it happen, in October this year, the president formed Otsus. Let’s find out further.
Otsus Papua
President Joko Widodo created Badan Pengarah Percepatan Pembangunan Otonomi Khusus (Otsus) or Executing Committee for the Acceleration of Special Autonomy Development for Papua by issuing Presidential Regulation or Peraturan Presiden (Perpres) Number 121 of 2022.
Based on the Presidential Regulation, Otsus or Papua Executing Committee will be led by Vice President Ma’ruf Amin. Otsus consists of the Minister of Domestic Affairs, The Ministry of National Development Planning or Development Planning Agency’s Head, the Minister of Finance, and one representative from each province in Papua.
In addition, members of Otsus representatives must be native Papuans and are not members of government officials, House of Representatives, Provincial Legislative Councils, Regional Representatives Councils, Papuan People’s Council, and members of political parties.
Another requirement to become a member of Executing Committee for the Acceleration of Special Autonomy Development for Papua is having experience voicing and fighting for the aspirations and rights of Papua and West Papua people in Papuan province or district or city for at least the last five years.
The Functions of Otsus
The Executing Committee for the Acceleration of Special Autonomy Development for Papua has responsibilities of synchronizing, evaluating, and coordinating the development acceleration and implementation of special autonomy in Papua areas under the provisions.
On this, the Vice President stated that proactive socialization would be given to all levels of society concerning affirmative government policies. The government is determined to give affirmatives to the Papuan people. This will be stated in the law and related implementing regulations.
In carrying out their duties, Otsus performs a number of functions. The first is directing general policy for the special autonomy performance and accelerated development in Papua and West Papua.
The second duty is synchronizing, harmonizing, and coordinating as well as giving development directives, supervising, reporting, and being responsible for planning management, budgeting, funding, reception, and governance.
All those are meant for special autonomy and development acceleration of Papua and West Papua provinces which will be conducted by the ministry or institution and Papua Provincial Government.
The third task is giving considerations, instruction, trouble-solution recommendations, and strategic issues for special autonomy and development acceleration of Papua and West Papua.
The fourth task is performance control based on the initial plan of the Acceleration of Special Autonomy Development for Papua for medium-term development.
Meanwhile, the fifth task is the implementation of special autonomy and development acceleration in Papua and West Papua to the President. The last function is executing other functions given by the President.
Papua and West Papua Provinces Welfare Development
Before Otsus was formed, President Joko Widodo delivered the central’s government commitment to promoting the welfare and growth of Papua and West Papua. The action could be seen through Presidential Instruction Number 9 of 2020 and Presidential Decree Number 20 of 2020.
The Presidential Instruction Number 9 of 2020 focused on the acceleration of welfare development in the two Provinces, while Presidential Decree Number 20 of 2020 was concerned with the integrated coordination for the acceleration of welfare development.
This committee is hoped to bring Papua and West Papua to a better position. With Badan Pengarah Percepatan Pembangunan Otonomi Khusus (Otsus) or Executing Committee for the Acceleration of Special Autonomy Development for Papua, Papuan people can actively take a role in developing this beautiful Island in many aspects.
