Infrastructure Improvement in Papua Based on Presidential Instruction No. 9 of 2020

The Ministry of Public Works and Public Housing (PUPR) is continually committed to creating a strong infrastructure development in the provinces of Papua and West Papua. This development is needed to reduce the number of poverty that is still high, cut the cost index, and gain equal infrastructure development. To support this goal, in late 2020, Presidential Instruction (Inpres) no 9/2020 was issued, concerning the Acceleration of Welfare Development in Papua Province and West Papua Province. The main objective of this Inpres is to accelerate the development of welfare in Papua. The development will focus on seven priorities: education, health, poverty, employment, UMK, infrastructure, and achievement of SDGs.

Strategy to Apply

In order to accelerate the infrastructure improvement in West Papua, strategies are needed. In Presidential Instruction (Inpres) Number 9 of 2020, the strategies to apply are broke down. The first is by conducting a good, open, and participatory governance approach which is supported by Sistem Pemerintahan Berbasis Elektronik (SPBE) or the Governance System Electronic Based.

Secondly, an approach to social-cultural perspective, territories and ecological zones is needed to support West Papua development continually with the main focus of natives in Papua. The third strategy mentioned in Presidential Instruction (Inpres) Number 9 of 2020 focuses on the development program in sub-districts, villages in remote areas, underdeveloped areas, inland regions, small islands, and mountains areas that are difficult to reach.

The fourth plan of action is by implementing a dialogue approach to all communities or society and region government institutions. Assistance and improvement for local government members and the involvement from the local communities will be the fifth strategy to improve the infrastructure growth in West Papua.

The sixth approach is empowerment and active participation from local communities and traditional figures/leaders as the function of control and public service quality. Then, the importance to focus on entrepreneurs of OAP (Orang Asli Papua/Papuan Native People) needs to be boosted.

The next strategy that was written in Presidential Instruction (Inpres) Number 9 of 2020 is better cooperation, partnership, and collaboration with international infrastructure partners, the business world, community organizations, social entrepreneurship, philanthropy, and other stakeholders through multi-stakeholder partnership.

The ninth is the improvement of public communication management and integrated communication. Moreover, cooperation with ministries, the Indonesian national army, national police, regional executive, community leaders, and organization is required to create stabilized and peaceful Papua. 

The last strategy to implement is by reinforcing the coordination between ministries and local government in the field of planning, executing, controlling, and evaluating the infrastructure improvement of West Papua

5 Frameworks for Papua

To establish the strategy plans, the new framework for Papua will focus on five things. The first is to accelerate the development of innovative and better human resources who will always stick to the Papuan contextual consideration. 

The second is the acceleration of the Papuan economy’s transformation and development that has quality and justice based on the relationship between regions, townships, economic partnership, and potential regional economic sectors.

The third framework is the acceleration of basic infrastructure development to support public service and economic transformation throughout Papua Island. The fourth is the improvement and preservation of nature quality, the development of disaster resilience and climate change, low carbon development according to local wisdom, ecology zone, and regional spatial planning. 

The fifth framework is the bureaucratic acceleration and good governance to strengthen special autonomy, public service, inclusive local democracy, social harmony, secure and stable regional security, and the security and honor to human values and human rights. 

The Ministries to Support Papua Infrastructure Improvement

To achieve the goal of Presidential Instruction (Inpres) Number 9 of 2020, the involvement of many parties from the ministries is needed. Here are some involvements required. 

Minister of National Development Planning is hoped to collaborate with Coordinating Minister, Chief of Presidential Staff, and related Ministers to conduct Major Project Rencana Pembangunan Jangka Menengah (RPJMN) or Major Project of Medium Term Development Plan until 2024. The collaboration also settles the Annual Action Plan for the Acceleration of Welfare Development in Papua province and West Papua province. 

Moreover, together with the Minister of Finance, the Minister of National Development Planning arrange, coordinate, allocate and settle budgets to support the Annual Action Plan for the Acceleration of Welfare Development in Papua province and West Papua province. Together with the Presidential staff and Head of the Financial and Development Supervisory Agency, conduct supervision, control, and evaluation relating to funding management of Presidential Instruction (Inpres) Number 9 of 2020’s implementation. 

Minister of National Development Planning and Minister of Finance will also monitor and evaluate the Annual Action Plan and coordinate the follow-up needed. They should also coordinate support with locals, Indonesian community organizations, private sector and philanthropy, academics, and other parties through development cooperation and multi-stakeholder partnership instrument.

 

Those are infrastructure improvement strategies, five frameworks to establish the strategy plans, and Ministries parties that will collaborate to support the implementation of Presidential Instruction (Inpres) Number 9 of 2020.
