Papua Nation: Government Programs for Improving Human Resources

One of the current government’s national priority programs is to build superior human resources (HR) through education for the Papua Nation. With this plan, the government wants to develop Papua and West Papua to become more advanced provinces.

The Vice President stated, “We, the central government, are determined to make Papua and West Papua equal and more advanced than other regions,” during a meeting with religious leaders from the West Papuan Religious Councils at the Indonesian Christian Church (Church). 

For this reason, the Vice President appreciated the various social institutions, including the Religious Councils, that helped develop education in West Papua.

Government Actions in Developing Papua Nation’s Human Resources

Vocational Education

One of the HR development programs for the Papua Nation is PT Pupuk Kalimantan Timur (Pupuk Kaltim/PKT). It officially accepts participants from the Vocational Education program equivalent to Diploma 1 from several Provinces. They are Papua, West Papua, and East Nusa Tenggara (NTT).

In preparing reliable human resources and skills according to the needs of the industrial world. The participants were symbolically received by PKT HR SVP Endang Murtiningsih at the Grand Equator Hotel Bontang, on Sunday (16/1/2022). She is from the Head of the West Papua Province Education Office, Barnabas Donansiba,

This program aligns with the PKT spirit in supporting the strengthening of vocational education in Indonesia. It is implemented through community capacity building to produce excellent human resources ready to work in various fields. The participants will get link and match materials according to industry needs. It also consists of a material composition of 40% theory and 60% practice.

The Learning and Development Infrastructure supports and prepares PKT to build a culture of learning agility. It is done by providing various exciting and accessible learning facilities for this program. Endang explained that the participants will get a diploma equivalent to Diploma 1. She also added that declared competent participants will also receive professional certificates from the PKT and BNSP.

Funding for Education

In the previous two years, the government has provided funding for education, training, and competency programs, as well as apprenticeships. PKT has continuously implemented vocational education development. These programs work with a variety of partners, including the PKT-assisted Training and Skills Institute (LPK), and the government.

The Head of the West Papua Education Office, Barnabas Donansiba, advised that the participants of the Papua Nation could gain knowledge and take advantage of this program well. The are able to hone themselves to be more skilled and competent in their field of expertise. Furthermore, given today’s industrial needs, human resources in eastern Indonesia should be able to meet the difficulties with the availability of dependable people with high competitiveness in a variety of disciplines.

“Use this opportunity as best as possible by learning to the fullest because not everyone can get it. Continue to hone and increase self-capacity, to change for the better with a more progressive mindset,” said Barnabas.

Barnabas hopes that this program will run continuously. She hope it can provide wider opportunities for children in eastern Indonesia to increase capacity building through vocational education. This program is considered to have a positive effect on the development of the Papua Nation, especially the development of human resources, which are expected to contribute to a better and more advanced region. 

“On behalf of the West Papua Provincial Government, we express our appreciation and gratitude to the PKT for facilitating our sons and daughters to study and gain knowledge, hoping that we can build and develop this eastern region of Indonesia together in the future,” said Barnabas.

Education Scholarships

The Papua Provincial Government (Pemprov), through the Papua Province Human Resources Development Agency (BPSDM), is collaborating with the Ministry of National Development Planning/National Development Planning Agency (Ministry of National Development Planning/Bappenas), Ministry of Education and Culture (Kemendikbud), and Ministry of Finance (Kemendikbud). The Ministry of Cakes) of the Republic of Indonesia, on Thursday morning (4/3/2021), held a Scholarship Management Training for Civil Servants (PNS) at the Morrissey Hotel, Jakarta.

When opening the training, the Governor of Papua, Lukas Enembe, SIP, MH, represented by the Head of the Papua Province BPSDM, Aryoko AF Rumaropen, SP, M.Eng, stated that this training is specifically for civil servants (PNS). They handle the affairs of affirmative education scholarships for male students—the daughters of the Papuan Orang Asli (OAP) of Papua Nation.

“This training is specifically for civil servants who deal with affirmation scholarships for indigenous Papuans and will be held for two days, March 4-5, 2021,” said Rumaropen. Rumaropen said the training aimed not only to increase the capacity and competence of personnel resources but also to optimize scholarship management services for the Papua Provincial Government, especially at BPSDM.
