Governor Rumasukun: 6 Strategic Issues Papua Regional Head Meeting

The Regional Head Meeting (Rakerda) of the Governor and Regent/Mayor 2023 for Papua Province was held in Biak Numfor Regency. The Governor of Papua, Muhammad Ridwan Rumasukun, discussed six strategic issues Papua regional head meeting that is important for the future development of the region.

What Are the Strategic Issues Papua Regional Head Meeting

Rakerda took place from April 13-14, 2023. The following are the six strategic issues discussed in the Rakerda:

1. Regional Work Plan (RKPD) 2024

The first strategic issue discussed in the Rakerda was the Regional Work Plan (RKPD) for the year 2024. RKPD is a crucial planning and budgeting document for the programs and activities of the local government. It is prepared every year by the head of the region in collaboration with the local parliament.

RKPD for the year 2024 is especially significant. This is because it was developed after the formation of the new Autonomous Region (DOB) in Papua. Therefore, the implementation of the Rakerda, which coincided with the Musrenbang 2023 for the Governor and Regent/Mayor, was important and strategic. This is to address issues and agree on development priorities for 2024.

2. Preparation and Implementation of Sail Teluk Cenderawasih 2023

The second strategic issue discussed in the Rakerda was the preparation and implementation of Sail Teluk Cenderawasih 2023. This event is a national agenda, and Papua has been chosen as the host location.

The Governor of Papua emphasized the importance of support from all parties to ensure the success of this event. This national agenda will become a momentum for the economic development of Papua. Particularly in the areas of tourism, fisheries, and culture, as well as micro, small, and medium enterprises. 

It will have an impact on the welfare improvement of the local population, especially the indigenous people of Papua.

3. The Challenges of Health Development in Papua

The third strategic issue discussed in the Rakerda was the challenges of health development in Papua. Specifically related to stunting, HIV/AIDS, and BPJS. 

The Governor of Papua emphasized the importance of addressing these challenges. He expressed hope that the prevalence of stunting and HIV/AIDS in Papua will decrease, while the use of BPJS will increase. Including the provision of optimal healthcare services across all health facilities.

4. The Control of Regional Inflation

The fourth strategic issue discussed in the Rakerda was the control of regional inflation. Governor Ridwan Rumasukun emphasized the importance of controlling inflation to maintain the economy of Papua amidst the fluctuating global economy.

Various efforts have already been made by the Provincial Government of Papua, in collaboration with the local Regional Inflation Control Team (TPID).

5. The Control and Evaluation of Development 

The fifth issue is about the control and evaluation of development through monitoring and evaluation of the implementation of the Regional Budget (APBD) programs and activities. 

For this purpose, The Program and Activity Control Team (TP2K) Rev-1 has been formed to assist in controlling the implementation of APBD programs and activities in a timely, efficient, effective, and accountable manner.

TP2K conducts real-time monitoring of the implementation to facilitate decision-making for regional leaders. Including control of program activities and thematic priority programs.

6. Commitment to the Results of the Papua Province Rakerda in 2022 

Finally, the commitment to the results of the Papua Province Rakerda in 2022 was also discussed. So, the results of the discussions will become a work plan for the future by the Provincial Government and District/City Governments.

In addition, Ridwan Rumasukun emphasized the importance of strengthening the synergy between the provincial, regency, and city governments based on their authorities and the Papua Special Autonomy Law. 

The acceleration of development became the focus of the discussion at the Rakerda, which includes improving the quality of human resources through enhancing education and health, and boosting the regional and community economy based on the respective leading commodities of each region.
