Strategic Issues in Papua: What to Look For?

As a big country, there are lots of issues in Indonesia. The authorities must discuss each of these issues to find the best solution. At the 2023 Regional Work Meeting (Rakerda) and the Local Government Work Plan (RKPD), the Deputy Minister of Home Affairs discussed strategic issues in Papua.

At least the central government has highlighted three issues in the Papua Government. Meanwhile, they discussed six strategic issues in the 2023 Governor and Regent/Mayor Regional Working Meeting results. Find the explanation below!

3 Strategic Issues Highlighted by Deputy Minister of Home Affairs

At the meeting, Deputy Minister of Home Affairs John Wempi Wetipo stated that three strategic issues in Papua needed attention from the government. These three are:

  • Recruitment of Papuan People’s Council (MRP) members
  • Papua Assembly Appointment of members of the Papuan People’s Representative Council (DPRP) and Regency/City People’s Representative Council (DPRK)
  • General Election and Local Head Election 2024

For these three things to run smoothly, the Regency/City must form an election committee to conduct recruitment. By preparing the best team, the appointment of the MRP and DPRD-DPRK in 2024 can run smoothly.

The process for appointing original Papuan MRP and DPRD-DPRK member candidates must follow the provisions of Law No. 2 of 2021 concerning Special Autonomy for Papua and Government Regulation No. 106 in the Year 2021.

According to the Deputy Minister of Home Affairs, to find MRP members who truly have the goal of representing the indigenous Papuan people, the Provincial Government and Regency/City Governments must follow these regulations.

The Importance of the MRP for Papua

The MRP plays a vital role in the simultaneous candidacy for Governor/Deputy Governor for 2024-2029.

Its role or authority is to provide recommendations regarding the authenticity of Papuans who will run for the Local Head Election.

For the MRP to continue to run effectively, the government, through the Ministry of Home Affairs, decided to extend the term of office of the current MRP members. This term extension is valid until June 2023.

Then, everyone elected as a member of the MRP for the 2023-2028 period will immediately participate in the inauguration this June. So, the MRP chair will not experience a vacancy because the position is directly handed over during the active period.

The central government hopes that the members of the MRP for the next period selected from each ancestral territory can work optimally. Not only that, but in this membership, there must also be indigenous Papuans, both representatives of custom, religion, and women.

As for the election 2024, the Deputy Minister of Home Affairs hopes that the election, which takes place once in five years, will be successful. Therefore, every Papua Regency/City government must give full attention.

6 Issues in the 2023 Governor and Regent/Mayor Regional Meeting

Some Strategic Issues in Papua

Apart from the Deputy Minister of Home Affairs, who conveyed the issues highlighted by the government above, the regional heads in Papua also highlighted several important points that received special attention. Some of them:

1. RKPD 2024

This agenda was made after the expansion of the new autonomous regions. Therefore, implementing the Rakerda, which coincides with the 2023 Governor and Regent/Mayor Musrenbang, is crucial.

At this moment, it can be a means to discuss issues and agree on development priorities for 2023.

2. Preparation for The 2023 Cenderawasih Bay Sail

The choice of Papua as the location for organizing this national agenda must have all parties’ support for it to succeed. This moment can be a way to revive the Papuan economy.

3. Challenges of Health Development in Papua

Extra care is needed so that stunting and HIV/Aids can be reduced and the Social Security Agency of Health (BPJS) services are maximized.

4. Regional Inflation Control

As a result of the global economy, which is currently under challenging times, extra work is needed to control it.

5. Development Control and Evaluation

The government has formed a special team to monitor regional development processes according to expectations.

6. Commitment to the Results of The 2022 Rakerda

It is an evaluation of the commitments made by each region to the previous Rakerda.
