The geographic conditions in West Papua are good for developing agricultural activities so that agricultural production, especially food crops can increase over time and can fulfill the food needs of people in the West Papua Province.[2]

Food is one of the basic needs of human beings other than clothing and residence. Food availability, according to the Law No. 18 of 2012 is a condition of the availability of Food from domestic production and National Food Reserves and imports, if the two main sources cannot meet the needs.[3]

Papua is very dependent on other regions, so far. The basic needs of many people still cannot be produced here so that must be imported from outside the region such as from Jakarta, Surabaya, and Makassar. This condition poses a high price risk and fluctuates. The high price of goods in Papua is inseparable from the high cost of transport. While fluctuations in prices in Papua is caused by many things, ranging from fluctuations in the supplier area to season and weather factors.[4]

As a step towards realizing food security in Papua, the Representative Office of Bank Indonesia of Papua Province developed a rice cluster in Nabire Regency. Nabire was chosen to be a cluster because this area is very potential and geographically strategic to be a central access to districts in mountainous areas of Papua such as Paniai, Intan Jaya, Deiyai, and Dogiyai. Thus, rice production in Nabire can be relied upon to supply rice needs in the surrounding areas.[5]
