Sustainable Development In West Papua – Effort, Goal, And Support

Sustainability is one of the most vital developments in the current modern era. In some locations, such as West Papua, such growth is the key to helping improve the local economy and welfare without harming the rich environment. In this case, the local and central administrations need to think twice about sustainable expansion. How about it, and what is the situation? 

About Sustainable Development And The Goals 

In general, the term refers to development that meets the needs of the present without compromising or harming the future generation. In many cases, the concept is to balance differences, compete, and against awareness of economic limitation, social, and environmental limitation. 

The point is that the development should consider the wider effect of the future impact. In this case, many problems are mostly on the large-scale financial crises, environmental effects, and fossil fuel-based use. In the case of Papua, the biggest unsustainable development appears from deforestation, worsening environmental situation, and habitat damage.  

On the other hand, the goal of sustainable development itself is to end much social and economic sustainability. It includes committed to prioritizing progress in ending hunger, poverty, AIDS, discrimination, and many more. In the case of West Papua, Sustainable development should also improve education, welfare, industry, innovation, and economic growth. 

Effort In Sustainable Development 

1. Moratorium Sawit 

To reach the biggest goal and development, the local government has been showing some effort in the region. One of the biggest progress is the moratorium Sawit or Palm plantation cancellations. It was part of the Manokwari declaration which tried to preserve 70 percent of the land as protected land. 

In this practice, the local government evaluates many palm plantation permissions. It found that only 70 thousand hectares of plantation area are planted. And 17 thousand of them are paying tax. In total, the practice has concluded more than 350 thousand hectares of permission have been revoked. 

2. Locals Right And Land Owner 

The palm plantation moratorium also helps balance the increasing deforestation states. Another good note is how the moratorium also supports locals gaining their original land rights. It is also one of the biggest challenges investors and developers need to highlight. Every forest and land in West Papua or Papua has its owner, which locals deserve to manage and own. 

3. Green Lifestyle By Locals 

In general, the indigenous community in Papua already has a green lifestyle. It means that the locals are very close to nature. It helps increase local contribution in enhancing environment preservation and conservation. At the same time, it shows that locals can prove a huge role in taking care of their beautiful nature in the future. Thus, preventing damaging investment or growth.

1. Partner And Commitment 

Partnership and collaboration with the investor can help accelerate the program. In this case, the local govt has created a commitment to work together with many possible partners, including Bappenas. The point is to enhance the green lifestyle and green economy movement. It will add beneficial and positive growth in Papua.  

2. Coordinator Team

Under Presidential decree no. 20 the year 2020, a coordinator team will be taking care and taking a lead in accelerating development in the region. It is also under the presidential decree no. 9 the year 2020, about development and welfare acceleration in both Papua and West Papua. This team has 40 ministries and related companies.   

Bappenas (ministry of national development planning or PPN) is the coordinator of all the related programs. It is said that the program includes a range of efforts in conservation, green, and natural disaster countermeasures. In this type of team, Bappenas will accommodate every party to synergize and put together the program in practice. 

3. Mapping In OTSUS Law In Area Expansion

One thing that should help the practice is OTSUS law or special autonomy law. OTSUS’s second focus is on the expansion and development in the region. Generally, the OTSUS helps infuses budget allocation for many program and needs, including building infrastructure. It includes health to education, which increases local welfare. However, it can also affect the environment and society. 

4. Decrease the gap of local and central government 

West Papua and Papua’s fast development has increased some aspects to level the region’s rate. While the growth brings positive impact, there are gaps in local and central rules. One of the examples is the lack of Forest law and management in the local authorization. Meanwhile, the central have PS (Perhutanan sosial) or social forestry. 

Fair to say that sustainable development has been in both local and central government minds. Government shows some effort and support in the form of team, moratorium, mapping, and partnership. However, it also needs a lot of thinking due to the locals and landowner situation. Not to mention the vast issues that can affect the local’s wellbeing and environment.
